Answer: The following spa/salon services are permitted provided the business is adhering to all other guidance:
Acupuncture (non-medical)
Athletic Training (non-medical)
Eyebrow services (waxing, threading, tinting, and microblading)
Eyelash services (extensions, lifting, and tinting)
Hair cuts, coloring, and styling
Beard Trims
Manicures
Makeup Application (must keep mask/face covering on, but can receive eye makeup)

Paraffin Treatments
Pedicures
Other nail services
Reflexology
Skin Treatments, (e.g. exfoliation, salt scrub, seaweed body wraps, microderm abrasion, clay or herbal body masks, etc.)

Botox and other facial fillers, (e.g. eyebrows, arms, legs, chest, etc.)

The new round of safer-at-home guidelines, dubbed the “Protect our Neighbors” phase, aims to be more sustainable for the economy than previous guidelines, the governor said.
Under the new phase, counties that have seen a downward trend of cases and that prove they have a solid plan for combating the virus can apply to expand some services.
Protect our Neighbors guidelines:
Indoor events (conferences, receptions, museums) can begin to open
Outdoor events (concerts, fairs rodeos, receptions) can also begin to open
Bars will be able to open at 25 percent or up to 50 people
Personal services will be able to expand to include things such as facials, beard trimming, lip waxing, etc.
Non-critical manufacturing facilities can expand their in-person workforce
The new rules are set to take effect Thursday after they’ve been finalized, Polis said.
